For Open University students

The fees charged for Open University studies are based on the Government Regulation on fees for Universities (199/2024). The fee collected by the Universities can be a maximum of 45 euros per ECTS.

The fee includes

• study right for paid studies
• study counseling and guidance
• the exams
• registration of student and credit information, transcripts of records
• ICT services and Library services

Extra fees may be charged based on special course material or teaching methods. (This is mentioned in course curriculum)

Study fee is based on extension of the studies. Study fee is paid during the enrollment.

The fees for Academic year 2025-2026 are

• Basic study module 25 ECTS, 375 €
• Advanced study module 35 ECTS, 560 €
• Single course 20 €/ECTS

The fees for Academic year 2026-2027 are

• Basic study module 25 ECTS 425 €
• Advanced study module 35 ECTS 595 €
• Single course 20 €/ECTS

If there are any exceptions to study fees it is mentioned in course description. Some of the studies may be free of charge.

Paytrail Oyj (2122839-7) acts as the payment service provider and payment service provider in cooperation with Finnish banks and credit institutions. Paytrail Oyj appears as the payee on your bank statement or card statement and forwards the payment to the merchant. Paytrail Oyj has a payment institution license. In case of complaints, please contact the Open University first.

Fees for Open University education are enforceable as public law claims.

1. Get to know our course offering on our website.
2. Enroll for studies by using the registration link in the description of the course or study module. Note that some studies are organized by cooperative educational institutions, and in these cases, the enrollment takes place through their websites.
3. Pay the tuition fee online during registration. Some courses might be free of charge.
4. After the registration and payment, you will receive an automatic confirmation response to your email.

You can cancel your enrollment by sending email to our service desk: avoin.yliopisto@oulu.fi. If the course is cancelled by the Open University, the whole tuition fee will be returned.

Single courses

Students can cancel their enrollment in a single course free of charge, but any tuition fees paid will not be refunded. The fee will only be returned if the student cannot execute studies for a very serious reason, like medical reason.

Study modules

Student can cancel enrollment for study module free of charge latest 14 days before the start of studies. After that there will be a 50 euros cancellation fee. The course fee of study module will be returned excess 50 euros until the start of studies. If you cancel your enrollment after the studies have begun, the tuition fee for the study modules that have already begun will be deducted from the total tuition fee for the study module, in addition to the cancellation fee of 50 euros.

The fee will be returned if student has a very heavy reason like medical reason to cancel the studies. If there is a limit for maximum participants at the study module the whole fee will be charged.

Returnings of the fee

The fees charged at the returnings of the fee, see above.

The returnings of the fee will usually be handled in 14 days. During the holiday seasons the handling time may be longer.

• The study right will be automatically granted for you after registration.
• The study right begins before the start of studies.
• Study right lasts for three terms in study modules and two terms in individual courses. Study right begins in the term you register for the course/module. Note that your study right period may be longer than execution of the course.
• The University terms are
  • spring term 1.1.-31.7. and
  • autumn term 1.8.-31.12.
  • summer period 1.5.-31.8.
• You can check the duration of your study right in Peppi system.
• If you have registered for more than one course, you may have several study rights. All your study rights have their own study right number which are shown individually in Peppi.
• If you have several study rights, make sure you are viewing the right one by moving the mouse pointer on the profile picture icon on the right corner of student's desktop. A window will open, where you can see all your study right numbers. Click the name of the study right, and all the information you see in your Peppi will be related to that study right.

When enrolling for Open University studies of the University of Oulu for the first time:

• You will receive a University user account to your email address from the University ICT-services before the studies begin.
  • Please note that there may be a delay in the formation of new user accounts
  • The University user account starts to work only after the study right has been validated.
• Set a password online via Self-service: https://account.oulu.fi/passwd. In order to do that you need to have a personal Finnish online banking account, a mobile ID or Finland’s Digital and Population Data Services Agency’s certificate. If you do not have a Finnish personal identity number, you will receive an automatic message with your username to the email address you provided and your password via text message to the phone number you provided. If you have a Finnish personal identity number but cannot use the Suomi.fi -service, request a password from ict@oulu.fi. You will receive the password to the phone number you provided when you registered.

If you have previously studied at the University of Oulu, at the Open University of the University of Oulu or at the Oulu University of Applied Sciences (Oamk):

• Your existing user account and password will be activated automatically after the study right has been validated. You will not receive any separate notification regarding the activation.
  • You can check the status of your user account and set a new password in Self-service: https://account.oulu.fi/

You have an access to following services by using University user account:

• O365 Education cloud service: Outlook email, calendar, Office programs, OneDrive and Teams collaboration tool. You may also install Office tools to your own computer.
• Peppi-system
• G Suite cloud service
• Web-based learning environment Moodle
• Oulu University Library databases by remote
• ICT service’s laptop vendors and other workstations
• ICT service’s software distribution

• ​​​​​As an Open University student, your will get an university email address automatically.
• The email address is in form: firstname.lastname@student.oulu.fi.
• Please note that the university email address is your primary address in all study related matters. Check your email regularly.
• Log into the service with your university Microsoft account at: https://o365.oulu.fi.
• Forwarding mail to external addresses is not recommended, but it is nevertheless possible. Read the instruction: Email forwarding.

• Before the studies begin, you will receive more specific information regarding the learning environment.
• In the University of Oulu the most frequently used learning environment is Moodle but there may be also other learning environments in use.
• You will find all the specific information about the course (timetable, course material, assignments) in Moodle.
• Please log in to learning environment before studies begin to activate your Moodle account.
  • Log in using University of Oulu account here: https://moodle.oulu.fi/.
• In most cases you will be transferred to course platform automatically after activating your Moodle account.
  • You may need to log in and out twice and wait three hours between the log-ins.
• In some cases you will need an enrollment key to get in to the course platform.
  • You will get the key to your email. Use the key to self-enroll to the course platform.

Recognition of learning (RL) refers to set practices that can be used to assess the learning of the student and to approve that learning as part of the student’s studies. The student always has the initiative in launching the RL process. You can read more about the RL here.

Recognition of learning is applied in Peppi system. Read instructions for applying recognition of learning in Peppi from Student instructions.

• The purpose of evaluating study attainments is to monitor the progress of a student’s studies and to gather information on the student’s learning process and learning outcomes.
• The assessment of study attainments is based on the learning outcomes and assessment criteria defined in the curricula.
• A numerical scale from 0 to 5 (in integers), or a verbal assessment with the grades pass and fail is used in the assessment of study attainments.

You can view your completed credits on Transcript of study records page in Peppi. This is official certificate for completing your studies.

If your study right is active

• You can view your completed credits on Transcript of study records page in Peppi. If you can not find the right study records, change the study right that you are operating in Peppi.
• If you need an official, electronically signed version of the transcript of records, you can download one free of charge in Peppi ATOMI service. You can download it as long as your study right is active.

After your study right has ended

• You can browse your completed studies in The My study info service maintained by the Finnish National Agency for Education and download an official document of completed studies.

  Please note that My Studyinfo service displays the status of Open University students’ study rights as incomplete. Nevertheless, the course completion is final.

• You can also request for an official transcript of records of Open University studies by email after the study right has expired. You can request a transcript of records bu email via Webropol form.

  An electronic transcript of records is delivered as an encrypted file. The file can be read and saved within the time limit specified in email message. Please note that the file must be opened on the same device on which the message was opened.

• Open University students can give course feedback in Peppi.
  • In order to give course feedback, you have to make sure you are viewing the right study right number in Peppi.
  • If you have several study right numbers, you can switch the study right by moving the mouse pointer on the profile picture icon on the right corner of student's desktop. A window will open, where you can see all your study right numbers. Click the name of the study right, and all the information you see in your Peppi will be related to that study right.

Check your information

• You must give the correct personal and contact info at the enrolling. It is your obligation to check if the info is correct.
• If there are any incorrects at the info you gave you must contact avoin.yliopisto@oulu.fi as soon as possible and correct the wrong info.

• Find out what is seen as a misconduct in studies. If you are not sure, ask your teacher

If you are unable to attend the course or give in assignments at given time, you should be in contact to the teacher beforehand and as early as possible to get extra time.

The attending degree student of the University of Oulu must primarily participate in the teaching intended for degree students offered by their own faculty.

The attending degree student may attend free of charge to Open University studies for a very good reason if there are any room for degree students. The Open University studies must be included to your Personal Study Plan and your degree. The faculty decides if you have a good reason to attend Open University studies or not.
